MINUTES OF THE MEETING OF GRIMOLDBY AND MANBY PARISH COUNCIL
HELD AT THE PAVILION, MANBY
ON WEDNESDAY 15TH MARCH 2023

Councillors not present: M. Bruce (MB), Mrs. L. Knowles (LK)
The Clerk, Mrs. L.M. Phillips was also present.
- Apologies for Absence
Apologies were received from Cllrs. MB and LK.
- Chairman’s Remarks
The Chairman reported that he had received an email from Louth Town Football Club regarding use of the Manby football field. He was in talks with the owner of the Tedder Hall site regarding a deal which would keep the gym open for two years but would end up wiping the Trust’s funds out. Councillors felt that the people who had been using the gym ought to be asked what they wanted the Trust to do.
- Declarations of Interest / Dispensations
There were no declarations of interest.
- Council Minutes
It was RESOLVED to approve as a correct record the Minutes of the Meeting held on 15th February 2023.
- Finance
The Council received, noted and duly RESOLVED to authorise:- The Financial Report for March, showing a closing balance on 14th February 2023 of £76,242.09 which agrees to the closing balance on the bank statement issued on 14th February 2023. (Attached).
- Cheques for authorisation, listed on the Cheque Schedule 031523 totalling £1,713.74. (Attached).
- Planning
- Applications received by the Local Planning Authority
The Council considered application number N/067/00411/23 – Green Acre, Middlesykes Lane, LN11 8TJ and RESOLVED to support this application on 15th March 2023 but is concerned about overweight heavy delivery vehicles using Middlesykes Lane and other similar surrounding small lanes as such traffic will exacerbate existing problems in the area. - ELDC Planning Decisions to Note
There were no Planning Decisions to note. - Temporary Traffic Restrictions
- The Council noted the following temporary traffic restriction:
Organisation responsible: Foxhall Construction
Reason for restriction: Sewer Connection
Nature and location of restriction: Road closure – Middlesykes Lane (Between Eastfield Lane and a point 75m Southwest)
Period of restriction: 27/3/23 – 31/3/23
- The Council noted the following temporary traffic restriction:
- Revocation of Waiting Restrictions
The Council discussed LCC’s proposals to revoke the waiting restrictions in Manby on the B1200 and it was RESOLVED to object pending further information.
- Applications received by the Local Planning Authority
- Elections
Councillors received documentation from ELDC on the above and were given Nomination Forms.
- Standing Orders / Financial Regulations
The Council RESOLVED to approve the continued use of the above with minimal amendments, highlighted in yellow (as circulated by email on 9th March 2023). - Adoption of Code of Conduct
The Council RESOLVED to adopt the new Local Government Association Code of Conduct.
- Asset Register
The Council reviewed its Asset Register and approved it at 15th March 2023. - Risk Management
The Council reviewed its Risk Management arrangements (as circulated by email on 9th March 2023) and approved the documentation.
- Play Park
The Council considered the Annual Inspection Report (circulated by email on 9th March 2023) and RESOLVED to undertake the replacement of the ramp, as suggested in the report.
- Any Other Business
Councillor MS worried about the drainage on the proposed site for a biodigester. Cllr. TK suggested that until a formal application were lodged worries of that kind could not be fully understood.
- Next Meeting
The Council noted that the next scheduled meeting of the Council would take place on Wednesday 19th April 2023.
The meeting closed at 8.33pm.
