MINUTES OF THE MEETING OF GRIMOLDBY AND MANBY PARISH COUNCIL
HELD AT THE PAVILION, GIBSON WAY, GRIMOLDBY
ON WEDNESDAY 18th MARCH 2026

Apologies for Absence
There were no apologies for absence.

Chairman’s Remarks
The Chairman explained that the new speed sign had not yet been installed due to a bereavement suffered by the contractor. Cllr, Fairburn was to liaise with the contractor in due course to make the necessary arrangements. With regard to the recent fire in the village, Cllr. TK confirmed that he had offered condolences from himself and the Council. In relation to Beech Grove, Cllr. Knowles confirmed that the people working for the owners in London were taking a greater interest and were trying to persuade ELDC to take some responsibility. Although ELDC were saying that nothing could be done unless English Heritage agree it was felt that ELDC could override that if there was a burning reason to and many believed there was a burning reason to.

Council Minutes
It was proposed, seconded and RESOLVED to approve as a correct record the Minutes of the Council Meeting held on 18th February 2026.

Finance
It was proposed, seconded and RESOLVED that the Council should receive, note and duly authorise the following:

The Financial Report for March showing a closing balance on 7th January 2026 of £74,753.22 which agrees to the closing balance on the bank statement issued on 14th February 2026.

Cheques for payment, listed on the Cheque Schedule 031826 totalling £2,270.72.

Standing Orders / Financial Regulations
The Council considered the above, noting that NALC had suggested no changes and it was proposed, seconded and RESOLVED to approve these for continued use.

Asset Register
The Council reviewed its Asset Register for 2025/26 and it was proposed, seconded and RESOLVED to approve this for use.

Website Accessibility
The Council reviewed its website accessibility statement. It was proposed, seconded and resolved to approve these for use.

Publication Scheme
The Council considered the above which was based on a model provided by the Information Commissioner’s Office for Parish and Community Council’s. It was proposed, seconded and RESOLVED to approve this for use.

Closed Session Item
At 7.47pm it was proposed by Cllr. NH, seconded by Cllr. MS and RESOLVED upon by a vote of the Council, to move into closed session in accordance with the Public Bodies (Admission to Meetings) Act 1960 due to the business to be discussed in the following item, information being of a third party, commercial and confidential nature in relation to the award of Amenity Verge Grass Cutting work in 2026/27. The Council considered quotes received for the above work and it was proposed, seconded and RESOLVED that D. Skells TM Ltd should be engaged to undertake Amenity Verge Cutting in 2026/27. At 7.52pm it was proposed, seconded and RESOLVED to return to open session.

Any Other Business
It was reported that there was some wood and debris behind the hedge near the Tennis Courts. Cllr. Knowles confirmed that he would liaise with the Village Maintenance Contractor regarding its removal.

Next Meeting
Councillors noted that the next scheduled Council meeting would take place on 15th April 2026.
