MINUTES OF THE MEETING OF GRIMOLDBY AND MANBY PARISH COUNCIL 

HELD AT GRIMOLDBY VILLAGE HALL  

ON WEDNESDAY 19th MARCH 2025 

 

Present Councillor T. Knowles (TK) (in the chair) 

 

Councillors: Mrs. E. Billings (EB), C. Fairburn (CF), R. Hampton (RH), N. Hind (NH), Mrs. L. Knowles (LK), T. Vamplew (TV) 

 

Councillors not present: A. Bunting (AB), M. Bruce (MB) and M. Starsmore (MS) 

The Clerk, Mrs. L.M. Phillips was also present.   
 
A gentleman spoke in the public forum asking if the Council would consider selling the green at Bulldog Crescent to him.  He wished to plant mature trees there and create a memorial for his late wife.  Councillors asked if he had spoken to neighbours.  They confirmed that in the first instance he would need to write to the Clerk, detailing his request, future proposals and providing a list of local residents (name and address) whom he had approached and whether they supported or objected to the proposals.    

  1. Apologies for Absence 
    There were no apologies for absence.  
     

  1. Chairman’s Remarks 
    The Chairman had no remarks to make.   
     

  1. Declarations of Interest / Dispensations 
    Cllr. NH declared an interest in agenda item 7 as an allotment holder.  
     

  1. Council Minutes 
    It was proposed, seconded and RESOLVED to approve as a correct record the Minutes of the Council Meeting held on 19th February 2025. 
     

  1. Finance 
    It was proposed, seconded and RESOLVED that the Council should receive, note and duly authorise: 

  1. The Financial Report for March, showing a closing balance on 13th February 2025 of £79,851.42 which agreed to the closing balance on the bank statement issued on 14th February 2025.   

  1. Cheques for authorisation, listed on the Cheque Schedule 031925 totalling £6,824.67.  The Clerk informed those present that she was in receipt of three invoices which had come in just after the agenda had been sent out.  It was proposed, seconded and RESOLVED that these should be paid in between meetings. 

 

  1. Planning 

  1. Applications received by the Local Planning Authority 
    The Council considered the applications received and it was RESOLVED as follows: 

  1. N/113/01904/24 – The Gatehouse, Manby Park – To support. 

  1. N/113/02009/24 – The Gatehouse, Manby Park – To support.  

  1. ELDC Planning Decisions to Note 
    The Council noted the following planning decisions: 

  1. N/067/01975/24 – Harriet House, 123 Tinkle Street, ELDC has granted outline planning permission. 

  1. N/113/01909/2024 – Centurion House, Manby Park – ELDC has granted listed building consent. 

  1. N/113/02007/2024 – Centurion House, Manby Park – ELDC has granted full planning permission. 

  1. N/113/01953/24 – Centurion House, Manby Park – ELDC has granted full planning permission. 

  1. Temporary Traffic Restrictions 
    There were no temporary traffic restrictions to note. 

  1. Proposed Work to Trees 
    There were no proposed works to trees to note. 

  1. Enforcement Action 
    There were no enforcement notifications to note. 
     

  1. Allotments 
    Following on from discussion at its February meeting, it was proposed, seconded and RESOLVED to amend the allotment tenancy agreement further to reiterate that unless in an emergency or as previously authorised by the Parish Council, vehicles were not allowed inside the allotment gates.  
     

  1. Nuclear Waste Disposal Facility 
    The Chairman confirmed that LCC were proposing to pull out of the NWS Community Partnership and if that happened it would mean that the NWS should have to withdraw its plans in Lincolnshire.  It was proposed, seconded and RESOLVED that no comments should be made at this point.  
     

  1. Ossian Wind Farm, Transmission Infrastructure 
    Further to circulation of scoping report details by email on 3rd March 2025, it was proposed, seconded and RESOLVED that the Council should comment: Grimoldby and Manby Parish Council endorse and support the comments made by Mablethorpe and Sutton Town Council and also that of Theddlethorpe Parish Council since they are more directly involved than we are. 
     

  1. Jet Provost Village Sign 
    The Council received an update from the Chairman who confirmed that an offer had been received from the gentleman who had made the original sign, to produce a new one.  He reported that the cost quoted was £2,900 but that he would provide £1,000 towards it from his District Council funds.  It was proposed, seconded and RESOLVED to proceed.   
     

  1. Standing Orders / Financial Regulations  
    The Council considered new Standing Orders and Financial Regulations documents and it was proposed, seconded and RESOLVED to approve them for adoption.  
     

  1. Asset Register 
    The Council reviewed its Asset Register and it was proposed, seconded and RESOLVED to approve it for use. 
     

  1. Any Other Business 
    Councillor TK updated Council on Beechgrove proposals which were for a housing development and school for disadvantaged children.  He also explained that Heritage Lincolnshire wished to retain something of the old building to memorialise it and those who had worked there.  They wanted the new school to be built on the existing foundations.  He opined that if the Secretary of State were to be involved to decide he did not think it would agree and he did not see how it could justify refusing permission at Manby after what was happening at Scampton.   
     
    Councillor NH asked if anyone knew what had happened to the village sign on the B1200 approach from Louth.  No-one was aware. 
     

  1. Next Meeting 
    Councillors noted that the next scheduled Council meeting would take place on 16th April 2025.
