MINUTES OF THE MEETING OF GRIMOLDBY AND MANBY PARISH COUNCIL
HELD AT THE PAVILION, GIBSON WAY, MANBY
ON WEDNESDAY 17th JANUARY 2024

Councillors not present: M. Bruce (MB) and C. Fairburn (CF)
The Clerk, Mrs. L.M. Phillips, Mr. B. Adams and a member of the public were also present.
- Apologies
Apologies for absence were received from Cllrs. MB and CF.
- Chairman’s Remarks
The Chairman reported 1) that the people who had been running the Lancaster Inn had left. 2) He had received a letter from Anglian Water detailing work they were to start on Church Lane. He confirmed that this would not impact on residents. 3) He had spoken to Mr. Dorman the Bio-Digester developer regarding a liaison group. He suggested that Cllr. EB with her background in farming should be one of the liaison group members. He asked anyone else interested to contact him.
- Declarations of Interest / Dispensations
There were no declarations of interest or requests for dispensations.
- Co-option
The Chairman read out a letter from Mr. Bernard Adams who wished to be considered for co-option onto the Council. Councillors had previously received Mr. Adams completed forms confirming that he met the required criteria to stand. It was RESOLVED to co-opt Mr. Adams. He signed the Declaration of Acceptance and joined the meeting as a Councillor.
- Council Minutes
It was RESOLVED to approve as a correct record the Minutes of the Council Meeting held on 15th November 2023.
- Finance
The Council received, noted and duly RESOLVED to authorise:- The Financial Report for December, showing a closing balance on 6th November 2023 of £82,986.89. which agreed to the closing balance on the bank statement issued on 14th November 2023.
- The Financial Report for January, showing a closing balance on 17th November 2023 of £82,121.06. which agreed to the closing balance on the bank statement issued on 14th December 2023.
- Cheques for authorisation, listed on the Cheque Schedule 011724 totalling £3,091.50.
- Cashbook Statement of Receipts and Payments for Months 1 to 9.
- Budget Variance Report to 31st December 2023.
- Planning
- Applications received by the Local Planning Authority
The Council considered current applications including those listed in the schedule (Plans_01_17_24) / ratify comments already made by the Planning Working Group and RESOLVED as follows:- N/113/02160/23 - Ash Grove, 13 Canberra Crescent, Manby, LN11 8TU – No objections.
- PL/0037/23 – Manby BGE Ltd – The Chairman reported that the Bio Digester application had been heard by Lincolnshire County Council’s Planning Committee on 4th December 2023. He and Cllr. Bunting had attended. He had spoken against the application on behalf of the Community. The application had been approved pending legal agreement. Conditions were being formulated.
- ELDC Planning Decisions to Note
The Committee noted that ELDC had made the following planning decisions:- N/113/01885/23 – 3 Hunter Avenue, Manby, LN11 8TY – ELDC has granted Full Planning Permission.
- N/113/02095/23 – Bowen House, Manby Park, LN11 8UT – ELDC has granted Full Planning Permission.
- N/113/02096/23 – Bowen House, Manby Park, LN11 8UT – ELDC has granted Listed Building Consent.
- N/067/01199/23 – Land at Eastfield Lane, Grimoldby – ELDC has granted full planning permission.
- Temporary Traffic Restrictions
The Council noted that details of the following proposed temporary traffic restriction had been received:- Organisation responsible: Wells Plant Hire
Reason for restriction: Passing place construction
Nature and location of restriction: Road closure order – Middlesykes Lane (Between Tinkle Street and Eastfield Lane)
Period of restriction: 5/2/24 – 18/2/24. Restrictions to be implemented for 14 days as and when required during this period, signage detailing accurate dates and times will be displayed on site in advance.
- Organisation responsible: Wells Plant Hire
- Appeal
The Council noted that the appellant had appealed to the Secretary of State re. ELDC’s decision to refuse planning permission reference N/067/01344/22 for the erection of a dwelling, stable block and manege. Excavation of land to form 2no. wildlife ponds and construction of a vehicular access, relating to Land West of the Gables, Middlesykes Lane. All previous representations had been forwarded. It was RESOLVED that no further comments should be made. Those already submitted were sufficient.
- Applications received by the Local Planning Authority
- Village Maintenance
The Council noted that no further amendments to the schedule had been received following dissemination and discussion at the Council’s meeting in November. It was RESOLVED that contractors should now be sought.
- Bins
The Council received a map showing the allocation of bins throughout the village and suggested locations for 4 new ones, on Manby Middlegate. It was RESOLVED that the Clerk should investigate with ELDC and LCC whether they would grant permission for bins in these locations and once that was known Council to consider purchase and placement.
- Pavilion Agreement
The Clerk reported that the Council’s solicitors had provided a second draft of the Pavilion Agreement with the amendments that the Council had requested. This was now with the Football Club for checking. It was hoped that it would agreed and signed asap.
- Any Other Business
Cllr. TK read out a letter he had received from Mr. Dorman which confirmed that they were completing detailed designs and anticipated that construction would commence in July 2024. He said he would keep Cllr. TK abreast of developments and a liaison group would be set up. Cllr. TK also read out the letter he had received from Anglian Water which said that work would be to the recycling centre to install new equipment which would remove phosphorates from the water. Cllr. NH asked whether anyone knew if the signs put up in the Lancaster Inn carpark re. payment had been placed there with the knowledge of the owner and were they still valid? Cllr. TK confirmed that he would ask Mr. Chapman if Cllr. NH would let him know the specifics.
- Next Meeting
The Council noted that the next scheduled meeting of Grimoldby and Manby Parish Council would take place on 21st February 2024.
