Grimoldby and Manby Parish Council

To the Members of the Parish Council of Grimoldby and Manby:

You are hereby summoned to attend a meeting of Grimoldby and Manby Parish Council, which will be held on Wednesday 17th February 2021 by telephone conference at 7.30pm.  The business to be dealt with at the meeting is listed in the agenda below.

 

Please note that the meeting will begin at 7.30pm unless any public are present in which case there will be a public forum when members of the public may ask questions or make short statements to the Council.  Any public, wishing to speak on an agenda item or ‘sit in’ on the meeting(s) should advise the Clerk, using the email address below, in advance and may ‘join’ the meeting using the following details:

  1. Apologies for Absence
    To note apologies where valid reasons for absence have been given to the Clerk prior to the meeting.

  3. Declarations of Interest / Dispensations
    To receive declarations of interest in accordance with the Localism Act, 2011 – these being any interest in agenda items not previously recorded on Members’ Register of Interests.   Council to consider granting dispensation(s), as per written requests received by the proper officer to councillors under section 22 of the Localism Act.
     
  4. Council Minutes
    To approve as a correct record the draft Minutes of the Council Meeting held on 20th January 2021 and authorise the Chairman to sign the official minutes.  (Attached).
     
  5. Finance
    To receive, note and duly resolve to authorise:
    1. The Financial Report for February, showing a closing balance on 8th January 2021 of £49,559.84 which agrees to the closing balance on the bank statement issued on 14th January 2021.  (Attached).
    2. Cheques for payment, listed on the Cheque Schedule 021721 totalling £441.28.  (Attached).

 

  1. Planning
    1. Applications received by the Local Planning Authority
      To consider current applications including those listed in the schedule (Plans_02_17_21) (Attached).
    2. Planning Decisions to Note
      1. N/067/02244/20 – The Old Chapel House, Priory Lane, LN11 8SP - ELDC have granted full planning permission.
    3. Temporary Road Closures
      1. Organisation responsible for restriction: Freedom Group 
        Reason for restriction:  Cabling Works
        Location and nature of restriction: Road Closure Order in place on: Middlesykes Lane (Between Northgate Lane & a point 90m South)
        Period of restriction:  15/3/2021 to 19/3/2021 (Restrictions to be implemented as & when required during this period, signage detailing accurate dates & times will be displayed on site in advance)
    4. Proposed Works to Trees
      1. Location: Pine Lodge, Carlton Road, Manby – Proposals: T15 – Ash – Fell – Reasons: Fungus present.

 

 

  1. Location: 1 Vampire Road, Manby – Proposals: T22 – Horse Chestnut – (T1 on plan), T24 – Oak – (T3 on plan) and T25 – Horse Chestnut – (T2 on plan) - reduction of branches less than 5cm diameter overhanging driveway – Reasons: To achieve a clearance above the driveway of no more than 3 metres.
  2. Location: Manby House/The Admirals, Carlton Road, Manby – Proposals: A1 – Several Scots Pine, Elm, Beech, Larch, Hawthorne, Ash, Cherry, Oak, Evergreen Oak and Holly (T11 on plan, Walnut) – failed horizontal beam overhanging garden, remove to stem – Reasons: A1 Safety.
     
  1. Gift
    Cllr. Bruce to propose that the Council consider sending a gift to Grimoldby School to thank them for their work during the pandemic.
     
  2. Traffic on Middlesykes Lane
    Cllr. Starsmore to update the Council following discussions with LCC Cllr. McNally.
     
  3. Standing Orders / Financial Regulations / Code of Conduct
    As no updates have been recommended by NALC since last review in 2020, Committee to approve amendment of review date only on the above.

 

  1. Notice Boards
    Further to previous discussion, Cllrs. to note that the noticeboards located at the bus shelter on Tinkle Street and at Bulldog Crescent have now been repaired.  Co-op have confirmed that a new noticeboard could not be placed in/on/around their premises.  Cllrs. to resolve upon whether to:
    1. Replace those noticeboards located at Grimoldby Village Hall and Manby Post Office, and if so note the budget and decide upon what style replacement it would like.
    2. Decommission those located at Grimoldby’s Old Post Office and on the bus shelter opposite Church Lane.
       
  2. Grant Application
    Council to consider a grant application form from Mimi’s Mission, circulated by email 9th February 2020, supporting paper circulated 10th February.
     
  3. Issues and Options Consultation
    Council to confirm receipt of the above (circulated by email on 9th February 2021) and consider the way forward in relation to whether to formulate a corporate response and if required resolve upon the particulars of how this will be formulated, who will formulate and when this will be formulated.
     
  4. LALC Annual Training Scheme
    Council to resolve upon whether to join the LALC training scheme in 2021/22.
     
  5. Any Other Business
    Councillors to exchange information, if required.  Please note, no decisions may lawfully be taken during this item.
