Grimoldby and Manby Parish Council
To the Members of the Parish Council of Grimoldby and Manby:
You are hereby summoned to attend a meeting of Grimoldby and Manby Parish Council, which will be held on Wednesday 17th June 2026 in The Pavilion, Gibson Way, Manby at 7.30pm. The business to be dealt with at the meeting is listed in the agenda below.
Please note that the meeting will begin at 7.30pm unless any public are present in which case there will be a public forum when members of the public may ask questions or make short statements to the Council.
Any public wishing to speak, on an agenda item or “sit in” on the meeting please contact the Clerk, using the email address below, in advance to discuss attendance arrangements. If possible, please provide written representation rather than attending in person.
Members of the public should note that they will not be allowed to speak during the formal meeting.

To note apologies where valid reasons for absence have been given to the Clerk prior to the meeting.
- Chairman’s Remarks
- Declarations of Interest / Dispensations
To receive declarations of interest in accordance with the Localism Act, 2011 – these being any interest in agenda items not previously recorded on Members’ Register of Interests. Council to consider granting dispensation(s), as per written requests received by the proper officer to councillors under section 22 of the Localism Act.
- Council Minutes
To approve as a correct record the draft Minutes of the Council Meeting held on 20th May 2026 and authorise the Chairman to sign the official minutes.
- Annual Grimoldby and Manby Parish Meeting 2025/26 Draft Minutes
Council to receive the above and discuss any proposals made by members of the public.
- Finance
To receive, note and duly resolve to authorise:- The Financial Report for June, showing a closing balance on 29th May 2026 of £75,489.55 which agrees to the closing balance on the May bank statement.
- Cheques for payment, listed on the Cheque Schedule 061726 totalling £2,067.83.
- Annual Governance and Accountability Return (AGAR) 2025/26
- To receive and note a report from the Clerk. (Attached).
- To receive and note the report of the internal auditor.
- To approve completion of the Annual Governance Statement (Section 1 of the AGAR) for the financial year 2025/26 by the addition of ticks against ‘Yes’ in boxes 1, 2, 3, 4, 5, 6, 7, 8, 10 and in box 9 a tick against ‘N/A’ should be entered and authorise signing by the Chairman and the Clerk. (Attached).
- To note the Asset Register as previously approved (attached for info).
- To receive and approve the 2025/26 Final Accounts. (Attached).
- To receive and approve the 2025/26 Cashbook. (Attached).
- To receive a copy of the Council’s bank statement at 31st March 2026. (Attached).
- To receive and approve the bank reconciliation required for submission with the AGAR for the year ended 31st March 2026. (Attached).
- To consider and approve the Accounting Statements (Section 2 of the AGAR) for the financial year 2025/26 as certified by the RFO and authorise signing by the Chairman.
- To note that the period for the exercise of public rights must include the first 10 working days of July, must be at least 30 consecutive working days long, must commence as soon as possible after approval of the AGAR and with this in mind, approve that the period for the exercise of public rights should be set from Monday 22nd June 2026 to Friday 31st July 2026.
- Planning

To consider current applications including those listed in the schedule (Plans_06_17_26) / ratify comments already made by the Planning Working Group. (NB No planning applications had been received at the time of publication). - Planning Decisions
To note receipt of the following planning decisions from ELDC:- 03699/25/FUL - Planning Permission - Erection of a dwelling and construction of a vehicular access with gates - Land Adjacent The Gables, Middlesykes Lane, Grimoldby – ELDC approved 4th June 2026.
- Temporary Traffic Restrictions
To note receipt of the following temporary traffic restrictions from LCC:- Organisation responsible for restriction: Lincolnshire County Council

Council to undertake its annual review of the above, resolve upon amendments and approve for use in 2026/27. (Attached).
- The Great Grid Upgrade – Eastern Green Link 5 and 6
Following dissemination of information about the above on 8th June 2026 to Councillors by email, Council to resolve upon the way forward.
- Proposed Manby Conservation Area
Following discussion of the above by Council on 20th May Councillors to note that ELDC has asked IPC Consulting to undertake this review. The review will focus on defining the special character and significance of the proposed Conservation Area and will include reviewing the Conservation Area boundary, as proposed by ELDC. View on inclusions or exclusions are welcome. The consultation will gather views of residents and local stakeholders. Comments can be submitted until 18th September 2026. Council to resolve upon the way forward.
- Pavilion Electric
Council to note that British Gas, the Council’s current provider of electricity at the Pavilion has confirmed that its prices will rise from 1st July 2026 and this will mean an estimated annual increase to the Council of £14.
- Valuations Office Agency (VOA)
Council to note that correspondence has been received from the VOA requesting information about the land that the Council owns off Gibson Way. The information provided will be used to set up-to-date rateable values for non-domestic properties. Council to delegate authority to the Clerk to complete the necessary paperwork.
- LALC AGM
Council to note that the above will take place by Zoom on Thursday 9th July from 6.30pm, commencing with guest speaker Cllr. Sean Matthews, leader of LCC, addressing delegates. Council to nominate a representative to attend.
- Closed Session Item
To consider moving into closed session in accordance with the Public Bodies (Admission to Meetings) Act 1960 due to the business to be discussed in the following item, information being of a third party, commercial and confidential nature in relation to quotes for repairs/renewal of bench around tree on Tinkle Street.
- Any Other Business
Councillors to exchange information, if required. Please note, no decisions may lawfully be taken during this item.
