To the Members of the Parish Council of Grimoldby and Manby:

You are hereby summoned to attend a meeting of Grimoldby and Manby Parish Council, which will be held on Wednesday 16th September 2020 by telephone conference at 7.30pm.  The business to be dealt with at the meeting is listed in the agenda below.

 

Please note that the meeting will begin at 7.30pm UNLESS any public are present in which case there will be a public forum when members of the public may ask questions or make short statements to the Council.  Any public, wishing to speak on an agenda item or ‘sit in’ on the meeting(s) should advise the Clerk, using the email address below, in advance and may ‘join’ the meeting using the following details:

    To receive declarations of interest in accordance with the Localism Act, 2011 – these being any interest in agenda items not previously recorded on Members’ Register of Interests.   Council to consider granting dispensation(s), as per written requests received by the proper officer to councillors under section 22 of the Localism Act.

    To approve as a correct record the draft Minutes of the Council Meeting held on 15th July 2020 and authorise the Chairman to sign the official minutes.  (Attached).
     
  5. Finance
    To receive, note and duly resolve to authorise:
    1. The Financial Report for August, showing a closing balance on 14th July 2020 of £40,398.24 which agrees to the closing balance on bank statement 33.  (Attached).
    2. The Financial Report for September, showing a closing balance on 7th August 2020 of £39,853.52 which agrees to the closing balance on bank statement 34.  (Attached).
    3. Cheques paid/for payment, listed on the Cheque Schedule August to September 2020 totalling £2,036.92. (Attached).
    4. Cashbook Statement of Receipts and Payments Months 1 to 5.  (Attached).

  6. Applications received by the Local Planning Authority
    1. To ratify the comments of the planning working group in regard to planning applications:
      1. (14/20) N/113/01076/20 – comments submitted: Grimoldby and Manby Parish Council Planning Working Group support this application with the condition that the lane is kept clear at all times of deliveries and delivery vehicles. 
      2. (15/20) N/067/01139/20 – comments submitted: We have considered the revised layout and description on the updated drawing and memo from the agents sent to ELDC on 18th August 2020 and have the following comments: We see that the roadway from the B1200 is shown to be 5m wide, which is fine as LCC require a minimum of 4.1m for up to 5 new dwellings. However the 5m wide road still has no radii to the junction with the B1200. This will also need to have the required visibility splays in each direction for vehicles entering or leaving the site. We are pleased to see that turning spaces are now included within the sites, and with one adequate for a refuse truck/fire engine at its end. Presumably other than at the entrance, the road will be the owners of the dwellings and maintained by them. What will be the materials that will be required for this construction, as its permeability will need to be confirmed in calculating the surface water run off. The agents memo referred to above, speaks of the storm water drainage. We think that prior to being connected into the dyke that the system will require a holding feature with an attenuated outlet of possibly 5 litres per second, or 1.4 litres per second if maintained at that point by the Lindsey Marsh Drainage Board. We have looked at the latest Flood Risk maps of the area and see that the site is not within risk of Flooding. We suggest a condition be attached if Outline Planning permission is given, that all materials delivery vehicles be accommodated within the site. In order not to partially block the B1200. We leave ELDC to make the final decision upon this application.
    2. To consider current applications including those listed in the schedule (Plans_09_16_20).  (Attached).

      1. Planning Decisions: 
        1. N/113/01076/20 – Rivelyn, Grange Lane, Manby, LN11 8HF – ELDC have granted full planning permission.
        2. N/067/01054/20 – Land at Church View, Tinkle Street, Grimoldby, LN11 8SW – ELDC have refused planning permission
      2. Temporary Traffic Restriction:

  5. NJC Pay Scales and Holiday Entitlement
    Council to note that the National Joint Council for Local Government Services (NJC) has reached agreement on the new pay scales for 2020/21, to be implemented from 1st April 2020.
     
  6. Budget Setting
    Councillors to note that if they have any ideas for future projects that they would like to be considered for the 2021/22 budget, they should forward these to the Clerk, by email, including costings where possible, as soon as possible.
