To the Members of the Parish Council of Grimoldby and Manby:

You are hereby summoned to attend a meeting of Grimoldby and Manby Parish Council, which will be held on Wednesday 18thSeptember 2019 in Grimoldby Village Hall at 7.30pm.  The business to be dealt with at the meeting is listed in the agenda below.

 

Please note that the meeting will begin at 7.30pm UNLESS any public are present in which case there will be a public forum when members of the public may ask questions or make short statements to the Council.

AGENDA

  1. Apologies for Absence
    To note apologies where valid reasons for absence have been given to the Clerk prior to the meeting.
     
  2. Chairman’s Remarks
     
  3. Declarations of Interest / Dispensations
    To receive declarations of interest in accordance with the Localism Act, 2011 – these being any interest in agenda items not previously recorded on Members’ Register of Interests.   Council to consider granting dispensation(s), as per written requests received by the proper officer to councillors under section 22 of the Localism Act.
     
  4. Council Minutes
    To approve as a correct record the draft Minutes of the Council Meeting held on 17th July 2019 and authorise the Chairman to sign the official minutes.  (Attached).
     
  5. Finance
    To receive, note and duly resolve to authorise:
    1. The Financial Report for August, showing a closing balance on 3rd July 2019 of £26,526.68 which agrees to the closing balance on bank statement 21.  (Attached).
    2. The Financial Report for September, showing a closing balance on 13th August 2019 of £25,198.65 which agrees to the closing balance on bank statement 22.
    3. Cheques for payment, listed on the Cheque Schedule 091819 totalling £2,112.79.  (Attached).
       
  6. Planning
    1. Applications received by the Local Planning Authority
      To consider current applications including those listed in the schedule (Plans_09_18_19) (Attached).
    2. Planning Decisions to Note
      1. Planning application N/113/00321/19 (05/19) – 4 Valiant road, Manby has been granted full planning permission by ELDC.
      2. Planning application N/067/02367/19 (25/18) – Former Manby Health and Leisure, Manby Middlegate, Grimoldby has been granted full planning permission by ELDC.
      3. Planning application N/01167/19 (10/19) Brambledown, Priory Lane, Grimoldby has been granted full planning permission. 
      4. Planning application N/067/01302/19 (11/19) Land Adjoining Myrtledene Lane, Grimoldby, LN11 8TG has been given full planning permission.

 

  1. Council Representation at Village Show
    Council to consider arranging formal representation at the Village Show in 2020/21.
     
  2. Pavilion
    Council to receive quotes for furniture, resolve upon the way forward and approve purchase of chairs at cost of £20.
     
  3. Community Pub
    1. Council to receive an update from the Chairman.
    2. Council to consider applying for funding from Cllr. TK’s District Councillor funds for use by the Community Pub Steering Group to assist with set up costs.
       
  4. Corporate Strategy Workshops
    Council to note that ELDC will be reviewing its corporate strategy in order to provide a framework for setting and agreeing priorities for the next few years.  The consultation period will be from 14th October to 18th November.  Council to consider nominating two representatives to attend workshop sessions being held on 7th October from 6-8pm or on 8th October from 6-8pm.
     
  5. LALC County Committee
    Council to consider nominating representatives for the above.  (Details attached).
     
  6. Budget Setting
    Councillors to put forward their ideas for future projects.
     
  7. Annual Governance and Accountability Return (AGAR)
    1. Council to note that the Council’s External Auditor has completed its limited assurance review of Grimoldby and Manby Parish Council for the year ended 31st March 2019.  
    2. Council to receive and approve the Notice of Conclusion of Audit.
    3. Council to receive Section 3 – External Auditor Report and Certificate 2018/19, note the external auditor’s comments and resolve upon any action that should be taken, if any required.
    4. Council to note that the official period for inspection of its financial records expired on 2nd August 2019.
       
  8. Any Other Business
    Councillors to exchange information, if required.  Please note, no decisions may lawfully be taken during this item.
     
  9. Next Meeting
    Council to note that the date of the next scheduled meeting is Wednesday 17th October 2019.
