MINUTES OF THE MEETING OF GRIMOLDBY AND MANBY PARISH COUNCIL
HELD BY TELEPHONE CONFERENCE
ON WEDNESDAY 16th SEPTEMBER 2020

- Apologies for Absence
Apologies for absence were received from Cllr. Mrs. NT.
- Chairman’s Remarks
The Chairman held a minutes silence in remembrance of former Councillor A. Solari who had sadly, recently passed away. He reported that he and the Clerk had taken part in a zoom meeting on Danes Court and they were happy with the arrangements in place for existing residents. He confirmed that Wicksteed had undertaken the annual playground inspection. The new goals had been put up, along with signs and a new lock. Cllr. DC arrived at 7.36pm. Cllr. TK further reported that he and Mr. Fairburn had been involved with ELDC trying to move Beech Grove forward. They had been promised in early August that there would be action, but this had come to nothing. Mr. Fairburn had washed his hands of the matter. TK promised to keep trying. He opined that his worst fears that Covid would come back looked like they were being realised and finally, he said that a large tree near Patrick Valance had come down.

- Council Minutes
Following a vote of the Council it was resolved to approve as a correct record the Minutes of the Council Meeting held on 15th July 2020.
- Finance
The Council received, noted and duly RESOLVED to authorise the following:- The Financial Report for August, showing a closing balance on 14th July 2020 of £40,398.24 which agreed to the closing balance on bank statement 33.
- The Financial Report for September, showing a closing balance on 7th August 2020 of £39,853.52 which agreed to the closing balance on bank statement 34.
- Cheques paid/for payment, listed on the Cheque Schedule August to September 2020 totalling £2,036.92.
- Cashbook Statement of Receipts and Payments Months 1 to 5.
- Budget Variance Report to August 2020.
- Applications received by the Local Planning Authority
- The Council ratified the comments of the planning working group in regard to planning applications:
- (14/20) N/113/01076/20 – comments submitted: Grimoldby and Manby Parish Council Planning Working Group support this application with the condition that the lane is kept clear at all times of deliveries and delivery vehicles.
- (15/20) N/067/01139/20 – comments submitted: We have considered the revised layout and description on the updated drawing and memo from the agents sent to ELDC on 18th August 2020 and have the following comments: We see that the roadway from the B1200 is shown to be 5m wide, which is fine as LCC require a minimum of 4.1m for up to 5 new dwellings. However the 5m wide road still has no radii to the junction with the B1200. This will also need to have the required visibility splays in each direction for vehicles entering or leaving the site. We are pleased to see that turning spaces are now included within the sites, and with one adequate for a refuse truck/fire engine at its end. Presumably other than at the entrance, the road will be the owners of the dwellings and maintained by them. What will be the materials that will be required for this construction, as its permeability will need to be confirmed in calculating the surface water run off. The agents memo referred to above, speaks of the storm water drainage. We think that prior to being connected into the dyke that the system will require a holding feature with an attenuated outlet of possibly 5 litres per second, or 1.4 litres per second if maintained at that point by the Lindsey Marsh Drainage Board. We have looked at the latest Flood Risk maps of the area and see that the site is not within risk of Flooding. We suggest a condition be attached if Outline Planning permission is given, that all materials delivery vehicles be accommodated within the site. In order not to partially block the B1200. We leave ELDC to make the final decision upon this application.
- The Council considered the applications listed in the schedule (Plans_09_16_20) and RESOLVED as follows:
- N/067/01445/20 - Grimoldby and Manby Parish Council resolved to take a neutral stance on this application but wished to comment as follows:
1) The private 4.5m wide access road has no radii shown at its right angle junction with Tinkle Street, which may interfere with the existing right of access for the industrial use of the Garage. This access should also permit clear visibility splays along both sides to Tinkle Street, these are also not shown. This visibility is already seriously impaired by vehicles that always park there, and would mean that a Parking Restriction would need to be imposed.
2) The Industrial use of the Garage would cause problems with noise to the proposed dwellings, so the Council suggest that an approved width buffer strip with trees be formed behind the Garage.
3) Any dwellings Outline approved be conditioned to be of single storey.
4) The plan of the 5 dwellings would suggest that the site would be over developed, and that less would be better.
5) The Council were concerned that the Paddock outlined in blue, also owned by the applicant, has a shown Access. It is the Council's opinion that this land must be kept as open paddock as it will seriously damage the rural situation of existing dwellings if it were developed further, and would allow development of the land behind the existing properties to Eastfield Lane. This must not be permitted.
6) All materials deliveries to any site must be accommodated within the site so as not to block the public roadway.
7) A sustainable stormwater drainage system must be included should any outline permission be granted.
8) An archaeological survey should be a pre-condition given the site's central position within the village. - N/110/01435/20 - Grimoldby and Manby Parish Council supported this application on 16th September 2020.
- N/067/01445/20 - Grimoldby and Manby Parish Council resolved to take a neutral stance on this application but wished to comment as follows:
- The Council RESOLVED to note the following planning correspondence received:

- N/113/01076/20 – Rivelyn, Grange Lane, Manby, LN11 8HF – ELDC have granted full planning permission.
- N/067/01054/20 – Land at Church View, Tinkle Street, Grimoldby, LN11 8SW – ELDC have refused planning permission
- Temporary Traffic Restriction:

Reason for restriction: Collapsed Carriageway Reinstatement
Location and nature of restriction: Northgate Lane (Between Middlesykes Lane & a point 100m West)

The Council noted that the following policies and procedures had been produced/reviewed by the Clerk and where more than minor changes (e.g., to dates) had been required the document was attached to the agenda for perusal otherwise a copy could be found on the Council’s website or could be requested from the Clerk. The Council RESOLVED to authorise use of the Complaint’s Procedure.

The Council RESOLVED to authorise continued use of the Policy on the Handling of Freedom of Information Requests.
- NJC Pay Scales and Holiday Entitlement
The Council noted that the National Joint Council for Local Government Services (NJC) had reached agreement on the new pay scales for 2020/21, to be implemented from 1st April 2020.
- Budget Setting
Councillors noted that if they had any ideas for future projects that they would like to be considered for the 2021/22 budget, they should forward these to the Clerk, by email, including costings where possible, as soon as possible.
- Any Other Business
Cllr. MS commented that he would like to see that part of the Danes Court proposals included the layby being sorted to assist with parking.
