MINUTES OF THE MEETING OF GRIMOLDBY AND MANBY PARISH COUNCIL
HELD BY TELEPHONE CONFERENCE
ON WEDNESDAY 15th JULY 2020

The Clerk, Mrs. L.M. Phillips was also present.

- Apologies for Absence
No apologies for absence were received.
- Chairman’s Remarks
The Chairman confirmed that the Community Pub project had been shelved for the time being. He also reported that a) Beech Grove was in a shocking state but he was chasing for action to be taken. b) During lockdown Cllr. TK was approached by Raleigh and Co-op who had some money to give away. He directed them to the Trinity Centre in Louth who earmarked the money only for use in Grimoldby and Manby. c) The gym in Manby will not be reopening in the foreseeable future as it cannot meet the new regulations. d) The playpark and tennis courts will not be opened until an inspection has taken place by Wicksteed etc. e) Louth Lions want to operate a drive-in cinema on ELDC’s car park. ELDC have supported the idea in principle but have engaged an external contractor to undertake risk assessments etc. Cllr. TK has confirmed to ELDC that he will not support the idea until he has assurances that the proper precautions and facilities will be in place to keep the people of Grimoldby and Manby safe. f) Cllr. TK and possibly the Clerk to have a Zoom meeting to discuss Danes Court.

- Council Minutes
Following a vote of the Council it was resolved to approve as a correct record the Minutes of the Council Meeting held on 19th February 2020 with the handwritten amendment to show that Cllr. CF had not actually been present at the meeting.
- Finance
The Council received, noted and duly RESOLVED to authorise the following:- The Financial Report for March, showing a closing balance on 29th January 2020 of £31,192.07 which agrees to the closing balance on bank statement 28.
- The Financial Report for April, showing a closing balance on 12th March 2020 of £31,267.13 which agrees to the closing balance on bank statement 29.
- The Financial Report for May, showing a closing balance on 9th April 2020 of £30,763.32 which agrees to the closing balance on bank statement 30.
- The Financial Report for June, showing a closing balance on 5th May 2020 of £44,082.19 which agrees to the closing balance on bank statement 31.
- The Financial Report for July, showing a closing balance on 8th June 2020 of £43,711.81 which agrees to the closing balance on bank statement 32.
- Cheques paid during the Coronavirus Pandemic / for payment, listed on the Cheque Schedule March 2020 to July 2020 totalling £4,860.03.
- 2019/20 Accounts.
- Schedule of Payments over £100 2019/20.
- Annual Governance and Accountability Return (AGAR)
The Council RESOLVED as follows:- To receive and note the comments of the internal auditor.
- To consider and respond to the statements listed 1-8 in Section 1 Annual Governance Statement 2019/20 and authorise signing by the Chairman and Clerk. (Noting Section 9 not applicable).
- To approve Section 2 Accounting Statements 2019/20 and authorise signing by the Chairman with an amendment to box 9 to read £247,250.
- Contingency Arrangements
- The Council noted that during the Coronavirus crisis it had been necessary to cancel all physical meetings of the Council, as per Government advice. During that time the Clerk in conjunction with the Chairman had continued day to day functions, operating in line with delegated authority already granted to her via Standing Orders and Financial Regulations. Council were aware that subsequent to the start of the Coronavirus Pandemic new legislation was introduced ‘The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020’ which applied to local authority meetings to be held before 7th May 2021. In summary, the regulations allowed the Council to:
- Hold meetings at such hour and on such days and alter the frequency or move or cancel meetings as it may determine.
- Hold remote or virtual meetings.
- Not hold the Annual Council Meeting and continue the office of the current Chairman and Vice Chairman of the Council until such time as the next Annual Meeting is called.
- Not hold the Annual Parish Meeting.
- Display the agenda on its website instead of or as well as on the parish noticeboard.
- The Council RESOLVED to confirm the proposals set out on the document circulated with the agenda entitled “Contingency Arrangements during Coronavirus Pandemic”.
- The Council RESOLVED to hold remote meetings by telephone conference, in accordance with proposals set out in the above document, as required until such time as it was safe to once again hold physical meetings.

The Council RESOLVED as follows:- To ratify the comments of the planning working group, made so far during the Coronavirus Pandemic.
- To comment on N/067/01054/20 as per the planning schedule circulated with the agenda and to allow the Planning Working Group to formulate and submit comments on N/113/01076/20.

Cllr. TK reported that a lot was happening at ELDC. ELDC and Boston had linked up and formed a strategic partnership. ELDC were also still hoping to move to Horncastle. Cllr. PO asked about the next meeting and it was mooted that this would probably take place by teleconference on the third Wednesday of the month.
