MINUTES OF THE MEETING OF GRIMOLDBY AND MANBY PARISH COUNCIL

HELD BY TELEPHONE CONFERENCE

ON WEDNESDAY 20th JANUARY 2021

Councillors not present: Mrs. D. Copeland (DC),

The Clerk, Mrs. L.M. Phillips was also present.

No members of the public spoke in the public forum:

  1. Apologies for Absence
    There were no apologies for absence.
     
  2. Chairman’s Remarks
    The Chairman remarked that Boston Borough Council were looking into using PSPS along with ELDC and South Holland.   

    Cllr. Mrs. EB arrived at 7.33pm.

    He had no update on Beech Grove or ELDC’s proposed asset transfer.  Finally, he reported that if he had any community funds left in his ELDC pot at the deadline he would like to give it to the Council to be distributed as the Council felt fit. 
     
  3. Declarations of Interest
    There were no declarations of interest. 
     
  4. Council Minutes
    Following a vote of the Council it was resolved to approve as a correct record the Minutes of the Council Meeting held on 16th December 2020 with an amendment to show that Cllr. CF had not been present.
     
  5. Finance
    The Council received, noted and duly RESOLVED to authorise the following:
    1. The Financial Report for January, showing a closing balance on 10th December 2020 of £50,154.72 which agreed to the closing balance on the bank statement issued on 14th December 2020.
    2. Cheques for payment, listed on the Cheque Schedule 012021 totalling £553.28.  (Attached).
    3. Budget Variance Report to December 2020.  (Attached).
       
  6. Planning
    1. Applications received by the Local Planning Authority
      The Council considered current applications including those listed in the schedule (Plans_01_20_21) and resolved as follows:
      1. N/067/02357/20 – Grimoldby and Manby Parish Council discussed this application on 20th January 2021 and had no objection but were concerned about traffic as both dwellings would fall outside of the 30mph speed limit signs. If approved, the Parish Council would require them to be relocated as this proposal is currently not within the villages development plan. Further the Parish Council assumed that the two dwellings would have their storm water drainage connected into the main village dyke on the opposite side of Middlesykes Lane and it wondered if there was sufficient capacity for this.
      2. Grimoldby and Manby Parish Council discussed this application on 20th January 2021 and had no objections.
    2. Planning Decisions
      The Council noted the following:
      1. N/067/02085/20 – Wheelwrights Cottage, Manby Middlegate, Grimoldby, LN11 8ST – ELDC have granted full planning permission.
      2. N/113/02088/20 – Fair View, Manby Middlegate, Grimoldby, LN11 8ST – ELDC have granted full planning permission.
      3. N/067/01445/20 – Land off Tinkle Street, Grimoldby, LN11 8SW – ELDC have granted outline planning permission.
      4. N/067/02017/20 – Tree Tops, Eastfield Lane, Grimoldby, LN11 8TD – ELDC have granted full planning permission.

 

  1. Public Area on New Housing Development off the B1200
    Cllr. Fairburn reported that the new development off the B1200 incorporated an amenity space in memory of Amelia Wood with flower beds, 2 benches and trellis upon which wreaths could be displayed.
     
  2. Sports Pavillion and Grounds
    The Council received a draft lease for consideration.  However, it was opined that Manby Football were perhaps not properly constituted or sufficiently well funded to be able to enter into this.  It was RESOLVED that the Clerk should contact the Council’s insurers to enquire as to whether there were any guidelines that it should follow regarding hiring the facilities out and also contact the Council’s solicitors to explain the situation and receive their advice re. suitable arrangements. 
     
  3. The Pensions Regulator
    The Council noted that the third anniversary of its staging date (1st February 2021) was approaching and that it would be required to make a re-declaration.  The Council resolved to confirm the declaration and that the Clerk may make it on its behalf.  It noted that the re-declaration deadline was 30th June 2021.
     
  4. Any Other Business
    1. Cllr. Starsmore wondered if there was any news on the meeting the Council had requested with LCC regarding traffic on Middlesykes Lane.  The Clerk confirmed that there was not yet. 
    2. Cllrs. Starsmore asked if Cllr. TK could make enquiries regarding the layby which was supposed to have been formed on Middlesykes Lane whose plans entailed piping the dyke in.  Cllr. TK confirmed he would make enquiries and ask for the dyke to be inspected.
    3. Cllr. Bruce proposed that the presentation of a thank you gift to Grimoldby School be made a future agenda item.
