MINUTES OF THE MEETING OF GRIMOLDBY AND MANBY PARISH COUNCIL

    No apologies for absence were received.
     
  2. Chairman’s Remarks
    The Chairman reported that former Councillor Caroline Wallis had very sadly passed away.  A minutes silence in her memory was observed. 
     
  3. Declarations of Interest

There were no declarations of interest.

 

  1. Council Minutes
    Following a vote of the Council it was resolved to approve as a correct record the Minutes of the Council Meeting held on 18th December 2019 with a handwritten amendment to the time of closure to make it read 7.50pm.
     
  2. Finance
    The Council received, noted and duly RESOLVED to authorise:
    1. The Financial Report for December, showing a closing balance on 13th December 2019 of £33,089.56 which agreed to the closing balance on bank statement 26.  
    2. Cheques for payment, listed on the Cheque Schedule 011520 totalling £541.81.
    3. Cashbook Statement of Receipts and Payments for Months 7 to 9.
    4. Budget Variance Report to December 2019.

 

  1. Planning
    1. Applications received by the Local Planning Authority
      The Council considered the application listed on the schedule Plans_01_15_20 and RESOLVED as follows:
      1. (16/19) N/113/01281/19 – Comment as follows: Condition 2 - we could not locate the amended plan referred to. Condition 3 - we observe that the applicant is in breach of this condition nevertheless we feel that this condition should remain in force. The LPA can consider extending the period for carrying out the landscaping if requested. Perhaps in the meantime consideration should be given to painting the relevant containers an appropriate colour. It is important that there be screening to preserve/protect the visual amenity. Condition 4 - the applicant suggests this condition is unnecessary therefore in our view it can be safely left in force. If it is removed it would allow items to be stored/stacked within 100 metres of the road. Again this is to protect visual amenity. Condition 5 - if this condition is to be varied/amended another condition should be imposed whereby the visual amenity/impact is not prejudiced and there should not be any double stacking. Condition 6 - we cannot agree to this condition being removed. Any change of ownership or use will need a planning application. Condition 7 - the fencing condition must remain for security and protection of visual amenity. Condition 8 - this condition should remain to allow the use of the one access [onto B1200] only. To remove could allow other and inappropriate routes to be used.
        The Council feel it is of the utmost importance to try and limit the visual impact of the site's use and support the reasons why the original conditions were imposed.
      2. (20/19) N/067/02327/19 – Grimoldby and Manby Parish Council objected to this application on 15th January 2020. The application is to replace a 2 storey dwelling with a larger single storey dwelling for 2 families. This will lead to over development of the site. Despite all the driveway shown and turning facilities within the site, it is insufficient at its first right hand corner around the corner of the existing Garage. Cars will find this very difficult to get around, never mind that any fire appliance could make it.  No surface water drainage is shown on the drawings. With this application the impermeable roof areas are increased, plus the semi-permeable drives. G&M PC reiterates that the storm water drainage system must be capable of receiving 50mm/hour rainfall for an hour plus a further 30% to allow for climate change. The storage facility must keep this plus the rainfall within the site, and have an attenuated (volume to be to the dyke owner's requirements) connected into a suitabe receiver (dyke or none existent sewer.). Who owns and maintains the dyke?  What about access for Emergency vehicles?
      3. (21/19) N/113/02351/19 – Support.
      4. (22/19) N/113/02351/19 - Grimoldby and Manby Parish Council noted on 15th January 2020 that this is yet another incomplete application by Anyalla Chicks Ltd., on the same site, ref. N/113/02304/19, but with new agents. We raised strong objections on 29/08/2018 and again in December 2018. With this new application we still Strongly Object and have the following comments: 1) There includes within this application the filling in of the existing pond which needs checking for wildlife, and consideration must be given to the effect its loss may have on storm drainage. Once again there has not been a site survey plan carried out that shows the existing site levels, the existing storm water drainage system, invert levels of manholes etc. so that we can make comment on a new system that would be acceptable to Lindsey Marsh Drainage Board and ourselves. 2) Church Lane, Manby is a Residential Area with sharp bends, and unsuitable for the additional HGV traffic. Residents will be concerned that an over 80% increase is now proposed by the application. This is totally unacceptable. The hours that these vehicle movements are proposed are also unacceptable. The Highways and Traffic Plan on page 26 of the Environmental Report to be referred to.  3) All construction materials must be stored within the site. 4) The Flood Risk Assessment refers to swales between the sheds to receive rain water, this will discharge from the swales at an attenuated rate of 5L/second into the Internal Drainage Board Open River. However, the swales nor sizes are not marked on any of the Architect’s drawings and therefore, drain sizes, cover or invert levels to check that a fall will exist into the IDB Little Mardyke maintained watercourse are not known. 5) We also note that the new tree planting strip with a 5 year maintenance, between the Easement Strip and new buildings has now been omitted. This too is unacceptable. 6) In the case of fire, a fire engine will need to enter the site along the existing concrete access road up to the new concrete hardstanding. The additional sheds should then be within a radius of 40m from the fire engine's position, but in this case this is exceeded by Shed 1 being 57.8m long. Shed 2 being 88.45m long. Shed 3 being 97.75m long. These will not comply with Building Regulations.
    2. Appeal Notifications
      There were no appeal notifications.
    3. Planning Decisions to Note
      There were no planning decisions to note.
       
  2. Local Electricity Bill
    Further to circulation of the details of the above by email on 29th November 2019 the Council considered and RESOLVED not to support the Local Electricity Bill.

 

  1. Community Safety
    Following the presentation from Mr. Brown, Mr. Kavanagh and Mr. Black on Community Safety and their CIC in November 2019 the Council considered and RESOLVED not to support the venture. 
     
  2. Community Pub
    Cllr. TK explained that the steering group were at a crossroads, they had done a tremendous amount of work but would need financial support from the community and needed to know if the public would be willing to support the venture and if so by how much.  He ventured to speak about the possibility of the Council financially supporting the project but the Council were of the opinion that the group should first ask the community for their thoughts on purchasing shares before deciding on whether the project was actually viable. 
     
  3. Any Other Business
    The Clerk explained that LCC were now going to provide new parish websites to bring them into line with new regulations.  However, she explained that this would necessitate her attending a training course and the building of a whole new site. 
     
  4. Next Meeting
    The Council noted that the date of the next scheduled meeting was Wednesday 19th February 2020.
