To the Members of the Parish Council of Grimoldby and Manby:

You are hereby summoned to attend a meeting of Grimoldby and Manby Parish Council, which will be held on Wednesday 15th July 2020 by telephone conference at 7.30pm.  The business to be dealt with at the meeting is listed in the agenda below.

 

Please note that the meeting will begin at 7.30pm UNLESS any public are present in which case there will be a public forum when members of the public may ask questions or make short statements to the Council.  Any public, wishing to speak on an agenda item or ‘sit in’ on the meeting should contact the Clerk in advance of the meeting on the email 

below for joining instructions.  Members of the public should note that they will not be allowed to speak during the formal meeting.

  1. Apologies for Absence
    To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting.

    To receive declarations of interest in accordance with the Localism Act, 2011 – these being any interest in agenda items not previously recorded on Members’ Register of Interests.   Council to consider granting dispensation(s), as per written requests received by the proper officer to councillors under section 22 of the Localism Act.
     
  4. Council Minutes
    To approve as a correct record the draft Minutes of the Council Meeting held on 19th February 2020 and authorise the Chairman to sign the official minutes.  (Attached).
     
  5. Finance
    To receive, note and duly resolve to authorise:
    1. The Financial Report for March, showing a closing balance on 29th January 2020 of £31,192.07 which agrees to the closing balance on bank statement 28.  (Attached).
    2. The Financial Report for April, showing a closing balance on 12th March 2020 of £31,267.13 which agrees to the closing balance on bank statement 29.  (Attached).
    3. The Financial Report for May, showing a closing balance on 9th April 2020 of £30,763.32 which agrees to the closing balance on bank statement 30.  (Attached).
    4. The Financial Report for June, showing a closing balance on 5th May 2020 of £44,082.19 which agrees to the closing balance on bank statement 31.  (Attached). 
    5. The Financial Report for July, showing a closing balance on 8th June 2020 of £43,711.81 which agrees to the closing balance on bank statement 32.  (Attached).

  6. Annual Governance and Accountability Return (AGAR)
    Council to note the comments of the internal auditor, consider, respond to, and approve sections of the AGAR and authorise signing as follows:
    1. To receive and note the comments of the internal auditor.  (Attached).
    2. To consider and respond to the statements listed 1-8 in Section 1 Annual Governance Statement 2019/20 and authorise signing by the Chairman and Clerk.  (Attached).
    3. To approve Section 2 Accounting Statements 2019/20 and authorise signing by the Chairman.  (Attached).

 

 

 

  1. Contingency Arrangements 
    1. Council will be aware that during the Coronavirus crisis it has been necessary to cancel all physical meetings of the Council, as per Government advice.  During this time the Clerk in conjunction with the Chairman has continued day to day functions, operating in line with delegated authority already granted to her via Standing Orders and Financial Regulations.  Council know that subsequent to the start of the Coronavirus Pandemic new legislation was introduced ‘The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020’ which apply to local authority meetings to be held before 7th May 2021.  In summary, the regulations allow the Council to:
      1. Hold meetings at such hour and on such days and alter the frequency or move or cancel meetings as it may determine.
      2. Hold remote or virtual meetings.
      3. Not hold the Annual Council Meeting and continue the office of the current Chairman and Vice Chairman of the Council until such time as the next Annual Meeting is called.
      4. Not hold the Annual Parish Meeting.
      5. Display the agenda on its website instead of or as well as on the parish noticeboard.
    2. Council to resolve to confirm the proposals set out on the attached sheet.
    3. Council to resolve upon how to hold remote/virtual meetings in the future, if required.
